Begin your work by creating a new file (File>New) of 1280x1024 px and 72 dpi.

Select the next indicated parameters by clicking on the layer we work with on the layers' palette.

Blending Options>Gradient Overlay

Using the previous tool, try to make the next layer belonging to the picture.

Make a click on Randomize option to get the appropriate color.

Next we should create a new layer situated upper than the previous one. Put together the rays' layer and the new one (press Ctrl button to mark out the necessary layers and then press Ctrl+E). Next set for the new layer that we've got the combination of buttons Ctrl+Shift+U

On the same layer we should apply the next selection: Blending mode-Vivid Light

Select now the Rectangle Tool (U) to dark out the bottom part of the picture

The layer's parameters: Fill 0%

Using the Ellipse Tool (U), try to draw now a circle colored with #FEDB8A

Using the same tool let's draw an element of RSS symbol.

The layer's parameters: Fill 0%

Using the Ellipse Tool (U), try to draw another circle with smallest diameter. The layer's parameters as the previous circle.

Combine in a group all the layers composing the RSS symbol (press Ctrl button to accentuate the corresponding layers and then keep pressed the left mouse's button while moving the marked layers on Create a new group option).

Next we need to get the group into a rasterized layer (mark out the group and press Ctrl+E).

Using Rectangular Marquee Tool (M) on the rasterized layer, select unnecessary area and press Delete.

Apply this action from the left and from the bottom.

Set the next parameters for the new layer we've got. Opacity 80%, Fill 0%

Select for the same layer the option from here: Filter>Blur>Gaussian Blur

Make a copy of the last made layer and select the Free Transform option to turn the copy to the right on 90 degrees, placing it as below:

Set for the reflection's layer the parameters from below: Opacity 50%, Fill 0%

Using the Custom Shape Tool (U), try to make several small stars. Their color is the same: #FFF5A2

We need to position the stars' layers lower than the layers containing the RSS symbol and its reflection.

Set the next demonstrated parameters for the stars' layers: Blending Options>Outer Glow
