1. Create a new document and type in the text. |

2. Create a new layer under the text layer. |

3. Make a selection of the text layer (Ctrl+Click the text layer), expand the selection by 5-10 pixels (Select> Modify> Expand) and feather the selection by 5-10 pixels (Ctrl+Alt+D). |

4. With the middle layer selected, apply a "Clouds" filter (Filter> Render> Clouds). |

5. Use the "Hue/Saturation" tool to apply the following properties:
Hue: 25
Click OK. |

6. Create a new layer above the current layer and apply a "Clouds" filter to it (Filter> Render> Clouds). Set the new layer's blending mode to "Overlay". |

7. Select "Layer 1" and use the "Liquify" tool to warp the top edges with the "Forward Warp Tool". Set the brush size to "10". |

8. Duplicate the current layer (Ctrl+J). |

9. Repeat step 7 with a brush size of "20". |

10. Repeat step 7 but warp the text with a brush size of "25". Repeat step 8. |
