1. Open an image to edit. This effect works best with photos with simple backgrounds. | |

2. Use the Image Size tool (Image> Image Size) to increase the size of the image. I recommend 2000x3000 pixels or higher for more details in the final result. | |

3. Add a Mosaic filter (Filter> Pixelate> Mosaic) with a Cell Size of 8 square. | |

4. Apply a Find Edges filter (Filter> Stylize> Find Edges). | |

5. Apply a Median filter (Filter> Noise> Median) with a Radius of 2 pixels. | |

6. Select the Magic Wand tool (W) and
apply settings: Tolerance: 8 Anti-Alias: Checked Contiguous: Checked Use the Magic Wand tool with the above settings to click on a white area then Inverse the selection (Shift+Ctrl+I). |

7. Apply a Median filter (Filter> Noise> Median) with a Radius of 3 pixels. | |

8. Deselect (Ctrl+D) and apply the Median filter (Filter> Noise> Median) again but with a Radius of 1 pixel. | |

10. Apply a Minimum filter (Filter> Other> Minimum) with a Radius of 1 pixel. | |

11. Invert (Ctrl+I). | |

12. Duplicate the current layer (Ctrl+J) and change the blending mode of the new layer to Overlay. Merge the layers (Ctrl+E). | |

13. Use the Hue/Saturation (Ctrl+U) to colorize the image. These are the settings I've used:
Colorize: Checked Hue: 100 Saturation: 100 |

14. Duplicate the layer (Ctrl+J) and change the blending mode of the new layer to Screen. | |
