1. Create a new canvas using size 600x400.

2. Filter > Render > Clouds.

3. Filter > Texture > Patchwork, use these settings:

4. Filter > Texture > Grain, use these settings:

5. Filter > Artistic > Plastic Wrap Use these settings:

6. Filter > Distort > Pinch, use these settings:

7. Filter > Blur > Radial Blur, use these settings:

8. Filter > Stylize > Emboss, use these settings:

9. Image > Adjustments > Color Balance

As you can see, there are white specs and lines standing out in that pic.

Use the Blur tool at around 95 pixels and blur the specs out.
