Step 1: First write a simple text:

Step 2: Right-click on your text and select Blending Options:

Step 3: Select Bevel and Emboss with these Options:

Step 4: Select Stroke with these options:

Step 5: Then go to Filter > Sketch > Torn Edges:

Step 6: Set these options:

Step 7: Now it should look like this:

Your Crashy Text Effect is finished.
